この週末は、急に気温が冷え込み
もう間もなくの冬の到来を感じました。
さて、先日貧困率なる指標が
日本政府より初めて公表されました。

厚生労働省は20日、全国民の中で低所得のため生活が
苦しい人の割合を示す「相対的貧困率」を政府として初めて公表した。
それによると、06年時点で年間の可処分所得が114万円以下の
「貧困層」は15．7％に上った。
長妻昭厚労相によれば、経済協力開発機構（OECD）が03年に
報告した統計では、日本の「貧困率」は14．9％。メキシコ（18．4％）、
トルコ（17．5％）、米国（17．1％）に次いで加盟30か国中4番目に高かった。
また、日本の単身世帯（母子、父子家庭）の貧困率は58％にも達し、
加盟国中最も高かった。

この貧困率は、給与や事業所得から税金や社会保険料などを
控除した可処分所得の水準を下から順番に並べていって
その中央値の半分以下（114万円以下）の層の割合です。
まぁ格差といわれるものは、こうした統計で発表される前から
当然あったと思いますが、問題はその層の幅が年々大きくなって
きているということです。
日本は、先進国中でもかなり高い水準にあるそうです。
長妻大臣もこの指標をナショナルミニマムの参考にすると
明言しています。
また、リーマンショック以前のデータでこの水準ですから
実際のリアル貧困率はもう少し高いことは間違いないと思います。
こうした統計データと現在の日本が置かれた状況からみて、
確実に言えることは、これからは「給付」とか「国家負担」といった
広く浅くの政策だけでは本質的解決にはならないということです。
適切な給付や国家負担は必要ですが、所詮はパイの切り売り。
財政には限界があります
やはり、その昔池田内閣が掲げた所得倍増計画ではありませんが
日本国自体の所得をいかに上げていくかという点が大切になって
くると思います。
民主党政権には、是非ともダイナミックでしかもわかりやすい
成長政策を期待したいところです。。
